Its 567,000 acres are located in Orange, Riverside, and San Diego Counties, at elevations ranging from 460 to 6,271 feet. A warm, dry Mediterranean climate prevails over the Cleveland National Forest--hot in the summer, mild in the winter. Most of the forest vegetation is chaparral, predominantly coastal sage, chamise, manzanita, and ceanothus.
