Since the end of the Cold War, Africa has witnessed a political rebirth and second liberation as decades of autocracy and dictatorship became gradually replaced by a new wave of democratization and plural political competition. This political rebirth has revived the Afro-optimism that accompanied the independence decade of the 1960s. This optimism, however, co-exists with protracted and deadly conflicts in many parts of the continent - from wars in Rwanda, Democratic Republic of Congo and Somalia, to stalemate in democratic reform in Niger, Guinea and Cameroon, and democratic retraction in Uganda. Additionally, Africa faces many problems including wars, famine, refugees, internal displacement and a host of diseases such as HIV/AIDS. Similarly, despite the adoption of constitutions that guarantee the basic human rights and freedoms by many African states, human rights violations remain rampant throughout the continent's political landscape. Democracy and Culture: An African Perspective is an analysis of the democracy project in Africa. Basically the contributors seek answers to a number of fundamental questions: How is democracy to be defined in the African context? Is the Western style democracy which is being adopted in many parts of Africa culturally and environmentally neutral? Can it really be replicated in Africa? And what is the role of African culture in the current democracy project? _____________________________________________ Dr. Lioba Moshi is Professor of Comparative Literature and Director of African Studies Institute at the University of Georgia, USA. She has done research on language teaching and is the recipient of a distinguished teaching award. She has taught Swahili in Tanzania, England and the United States ad is the author of a number of publications, including "Mazoezi ya Kiswahili, Kitabu cha Wanafunzi wa Mwaka wa Kwanza (Swahili exercises, a workbook for first year students)" and "Tuimarishe Kiswahili Chetu". She has also developed a series of videos to help students learn the Swahili language and culture. Dr Abdulahi A. Osman currently teaches comparative politics and African politics at the Department of International Affairs and African Studies Institute, at the University of Georgia, USA. Obasanjo's first term in office as a civilian president (1999 - 2003) was a major litmus test for the future of Nigeria's fledgling democracy. Set in a critical conjuncture characterized by high popular expectations and international goodwill on the one hand and weak institutions and deep-seated social cleavages exacerbated by years of military rule on the other, the new civilian governments at the Federal and State levels were expected to quickly deliver the "dividends of democracy" to prevent an authoritarian throwback. The expectations included a quick improvement in social service delivery, ending egregious human rights violations of the military era, improving infrastructure, strengthening institutions of governance and creating jobs. But how did the Obasanjo regime fare in meeting the citizens' expectations in its first term in office? What were the challenges faced by practitioners in all the branches and levels of government in achieving their electoral promises and public expectations? And how did they respond to those challenges? In this book, some of Nigeria's leading academics dialogue with politicians who hold or have held key political positions, including Governor Ibrahim Idris of Kogi State, former state governors Orji Kalu, Sam Egwu and Chris Ngige, as well as other key political practitioners to find answers to some of the above questions. The contributors address numerous thorny issues in Nigerian politics and governance including federalism and presidentialism, elections and the electoral process, the judiciary and courts, parties and the party system, the economy, as well as foreign policy. He is currently adjunct Professor of Political Science at the Nnamdi Azikiwe University, Awka and Pro-Chancellor and Chairman of Council of the Anambra State University. He has published widely on Nigerian Politics, including the classic study of pressure group politics in Nigeria entitled Church and Politics in Eastern Nigeria (1986) Okechukwu Ibeanu is professor of Political Science and Dean of the Faculty of Social Sciences at the University of Nigeria, Nsukka. He is also the Special Rapporteur of the United Nations Human Rights Council on the adverse effects of toxic wastes on the enjoyment of human rights. He has published extensively on conflict and security issues in the Niger Delta, including Civil Society and Conflict Management in the Niger Delta (2005) and Oiling Violence (2006), which is on the proliferation of small arms and light weapons in the Niger Delta. His latest book is Election and the Future of Democracy in Nigeria (2007).

The Political Impact of the Sino-U.S. Oil Competition in Africa is an important contribution to the current discussions about the development and security implications of the US-Sino competition for oil in Africa's petro-states. The book focuses on the impact of the growing role of China, on these countries' acceptance of Western policies in general and those of the U.S. in particular. It uses recent U.S. attempts to promote democratic governance in countries like Chad, Angola and Sudan to show how China's competing presence in these African petro-states gradually reduced America's leverage over them. It demonstrates that the level of these African countries' vulnerability to Washington's policies depends on the intensity of the Sino-U.S. competition within their oil sector. The book also contributes to the corpus of theories on resource curse and interdependence through a rigorous review of existing literature, which exposes the inadequacies of existing analyses, and proffers new theoretical insights and methods of measuring inter-state relations. __________________________________________________________________________ Didier Tchoffo Djoumessi holds a Ph.D. in political science and is an assistant lecturer at the Chair of International Relations and Foreign Policy of the University of Cologne, Germany. The study of African language pedagogy and use in the Diaspora was initiated in the 1960s as African countries attained independence from colonial powers. In the continent, the enthusiasm for the use of indigenous languages and scholarship has remained relatively moderate as scholars are conflicted in their loyalty to imperial languages. The attitude towards the use of African languages by African leaders has also hampered scholars' efforts to create and sustain the needed visibility for African languages around the world. Needless to say, the study of African languages is not only critical to the study of language theories but also important in changing Africa's overwhelming reliance on European languages to communicate with each other. The reliance has not only affected the politics of the continent but also its economic wellbeing. An analysis of the enormous developmental challenges facing the African continent will reveal that many of the economic, social, political and cultural challenges have major language components. It can actually be said that the challenges of development in Africa are either outright language challenges or are language- based. More significantly, at the social level in many parts of the continent, African languages are now perceived as inadequate means of communication. Language Pedagogy and Language Use in Africa discusses the importance of teaching and using of African languages in the African continent and beyond and provides illustrations of both their direct and indirect use a result of historical and contemporary contacts, language planning policies and pedagogical concerns. The book contributes to the on-going discussion on the pedagogy, promotion, and use of African languages both on the continent and in the Diaspora.

<p>Kano: Environment, Society and Development is a collection of research works on Kano and its environs. Though largely a rural economy, the region is known for its huge population, extensive landmass and abundant natural resources. As a richly endowed part of Nigeria, it is not surprising that it has attracted several scholarly studies on its physical and human environments, including the region's potential for leading the charge in the country's quest for economic development. Contributions in this volume cover a wide range of critical environmental, economic, political, demographic, cultural and health issues. The diversity of the themes explored attests to the complexity and breadth of the curriculum of contemporary academic studies of geography. The authors worked on the principle that there is a dynamic relationship between man and his environment and noted that in the Kano region, environmental resources play a great role in supporting and developing peoples' livelihoods. They also explored the complex pattern of relationships between the physical and human environmental resources utilised in the area. They equally interrogated the current policies and management of environmental resources in Nigeria, which are too frequently underpinned by a perspective that views African societies primarily as backward and lacking in livelihood sustainability. ________________________________________ Adamu Idris Tanko, PhD, is a Professor of Geography and the Dean, Faculty of Social and Management Sciences at Bayero University Kano, Nigeria. He is a Fellow of the Royal Geographical Society with the Institute of British Geographers (FRGS/IBG). He has managed field research in Northern Nigeria and beyond for about 25 years and has led a number of funded researches. His main areas of research are: environment and development and irrigation management. He has published widely in the Social Sciences and has written four books. He won a number of fellowships including the Ron Lister's at the University of Otago, Dunedin, New Zealand. Saleh Bashayi Momale is a Development Geographer at the Department of Geography and the Centre for Dryland Agriculture (CDA), Bayero University Kano. He is currently working towards completing his PhD with a focus on pastoral groups in northern Nigeria. He was an Executive Secretary of the Pastoral Resolve (PARE), a non-governmental organisation devoted to the improvement of the livelihood of the Nigerian Pastoralists. He has extensively worked and has published widely on pastoralism and other livelihood practices.</p>
