As this overview seeks to remind the reader, the United States had a military presence in Somalia from December 1992 to the end of March 1994. A principal aim of the authors was to provide an analytical narrative of each phase of the US military involvement in Somalia. The authors address planning for a multinational intervention; workable and unworkable command and control arrangements; the advantages and problems inherent in coalition operations; the need for cultural awareness in a clan-based society whose status as a nation-state is problematic; the continuous adjustments required by a dynamic, often unpredictable situation; the political dimension of military activities at the operational and tactical levels; and the ability to match military power and capabilities to the mission at hand. This case study also cautions against the misuse of "lessons learned."

In the early 1960s, President John F. Kennedy expressed concern that Communist sponsored unconventional warfare was one of the most pervasive threats to American security and that the U.S. military establishment was inadequately prepared to counter the threat. To correct this deficiency, the White House put pressure on the services, especially the U.S. Army, to develop the doctrine and forces necessary to conduct what was variously called counterinsurgency, counterguerrilla warfare, special warfare, special operations, or stability operations. As the military's capability to engage in unconventional warfare grew, so, too, did the opportunities to translate this capability into action. One such opportunity was the crisis in the Dominican Republic in 1965. In "Power Pack: U.S. Intervention in the Dominican Republic, 1965-1966," Dr. Lawrence A. Yates vividly describes the role of the military in what today would be termed peacetime contingency and peacekeeping operations. After tracing the origins of the Dominican crisis, Dr. Yates analyzes the concerns that led to U.S. intervention; the joint planning, command and control arrangements, and intelligence gathering efforts that preceded and followed the introduction of U.S. marines and paratroopers into the country; the missions of those forces and the difficulties they encountered; the formation of an inter-American peace force that transformed unilateral intervention into a multilateral undertaking; and the way in which military forces provided the foundation upon which a political settlement was negotiated. In virtually every phase of the Dominican intervention, political considerations far outweighed military requirements. In this sense, "Power Pack" illustrates the kind of political military operations U.S. armed forces are most likely to engage in today under conditions short of all-out war. Many of the problems the military experienced in playing a supporting role to the diplomats and civil authorities instead of occupying stage center would later be reprised in Vietnam. In some respects, the U.S. intervention in the Dominican Republic was a dress rehearsal for Vietnam. In other respects, the dissimilarities are equally striking. In the Dominican Republic, the United States deployed, in the course of one week, a force large enough to end a civil war, suppress a potential insurgency, assist in restoring order and democracy, prevent a Communist takeover, and, having accomplished all this, leave the country one year later with its objectives achieved. The intervention in the Dominican Republic represents a successful application of U.S. power and diplomacy and an instructive case study for professional officers today.

For many Americans, the mention of that African country conjures up one memory, that of the fierce firefight between US troops and Somali militia on 3-4 October 1993. As this overview seeks to remind the reader, the United States had a military presence in Somalia from December 1992 to the end of March 1994. During that period, much was accomplished of a positive nature. Starving and mistreated Somalis were provided food and a modicum of security, while some progress was made toward peace in the country. That the broader goals of political reconciliation and stability ultimately were not achieved was in part a consequence of the intractability of the contending factions and the complexities of a country that defies Western definitions of "modern." Yet, US involvement in countries that have much in common with Somalia is a current reality and a future likelihood. For the professional officer, then, as well as the American public at large, it would be instructive to revisit the US experience in Somalia.

On 20 December 1989, the United States launched Operation Just Cause, the invasion of Panama. With only slight exaggeration, spokespersons for the president and the Pentagon declared that, at or near H-hour, twenty-seven thousand U.S. soldiers, marines, sailors, and airmen attacked twenty-seven targets nearly simultaneously, a triumph of planning and execution. Over the course of the next few days, these forces handily defeated the Panamanian military, toppled the brutal and corrupt dictatorship of Manuel Antonio Noriega, and helped return democracy and stability to the troubled isthmus. In the process, they brought down the curtain on a two-year crisis in U.S.-Panamanian relations.During that lengthy confrontation, the U.S. Southern Command and its service components were still based in Panama, and two American presidents, Ronald W. Reagan and George H. W. Bush, relied on this military presence to help manage the situation and to protect and further U.S. interests in the country. An analytical narrative of how the United States dealt with that simmering crisis can be found in Dr. Lawrence A. In The U.S. Military Intervention in Panama: Operation Just Cause, December 1989–January 1990, Yates finishes the story as he reviews U.S. contingency planning for the possible use of armed force in Panama and then recounts the execution of those plans.This study offers a detailed account of the major combat operations that occurred during Just Cause and of the broader themes and issues at play. While it was a short operation, relatively speaking, it was also an incredibly complex one. The challenges to the U.S. military were clear. The planners had to synchronize the preparation and deployment of diverse U.S. units taking part in the invasion, some stationed just minutes from their targets, others having to fly to Panama from bases scattered across the United States. The forces had to strike nearly simultaneously in order to preserve a measure of operational surprise and keep casualties low. And, even though the Army provided the vast majority of combat troops, it was a joint operation, which further complicated the planning. The Goldwater-Nichols Act of 1986 virtually mandated jointness in any significant military undertaking and had strengthened regional combatant commands to better conduct those operations. Southern Command was a joint command and had to determine the best way to task-organize the service units involved and assign each one a mission that would best employ its assets. Also a factor to consider was the nature of the endeavor. The Noriega regime was the enemy, not the Panamanian people, so damage to the country and injury to its populace had to be minimized. The United States had to structure carefully the rules of engagement that would allow soldiers and marines to defend themselves and accomplish their missions, while still protecting Panamanian civilians and,after it was over, assisting them in reforming their democratic government. All planners of military operations should consider the desired political results of any conflict, a lesson that continually seems to need relearning.
