The Temporary City

Most of the professional training, thinking and strategies of architects, urban designers and planners, are strictly three-dimensional. In reality of course the city is four dimensional, and one needs to acknowledge the influence of time in planning and design strategies. Similarly, there has been relatively little analysis of the importance of interim, short-term or ‘meanwhile’ activities in urban areas. In an era of increasing pressure on scarce resources, we cannot wait for long-term solutions to vacancy or dereliction. Instead, we need to view temporary uses as increasingly legitimate and important in their own right. They can be a powerful tool through which we can drip-feed initiatives for incremental change – as and when we have the resources – while being guided by a loose-fit vision. Peter Bishop and Lesley Williams explore the growing interest among practitioners at the cutting edge of architecture, urban design and regeneration, in temporary, interim, ‘pop-up’ or ‘meanwhile’ uses for land and buildings in our urban areas. They explore the origins and the social, economic and technological drivers behind this phenomenon, and its place within modern planning theory and practice. The Temporary City challenges our preoccupation with long-term strategies and masterplans and questions our ability to achieve these in the face of increasing resource constraints and political and economic uncertainty. <div>It is divided into three chapters: Zermatt; Grächen, Randa and the Mattertal; and Saas-Fee and the Saastal. The routes are graded from 1 to 4 and range from 4 to 18km. They are best walked between mid June and mid September. Most are on well-made mountain paths, although a few are on steep and rocky trails with exposure. There are routes to suit all tastes, from easy strolls up to mountain restaurants, lakes and viewpoints through to serious mountain challenges. Zermatt and Saas-Fee offer superb walking in the shadow of the Matterhorn. Both villages have a full range of facilities and there is a plenty of accommodation throughout the Mattertal and Saastal. There is ample opportunity to make use of Switzerland's an excellent public transport infrastructure to give access to walks. Whilst there is extensive literature analysing the design and function of new buildings and places, the actual process through which development proposals are actually fashioned – through complex negotiation and deal making, involving many different stakeholders with different agendas – is largely undocumented. Conventional planning theory tends to assume a logical, rational and linear decision-making process, which bears little relationship to reality. This book aims to shed some light on that reality.
