Nicholas Rescher was born in Germany in 1928 and came to the USA at the age of ten. He attended Queens College in New York City and Princeton University, where he earned his Ph.D. while still twenty-two. Since 1961 he has been University Professor of Philosophy at the University of Pittsburgh where he has also served as Chairman of the Department of Philosophy and as Director of the Center for Philosophy of Science. The author of more than seventy books in various areas of philosophy, works by Mr. Rescher have been translated into German, Spanish, French, Italian, and Japanese. One of the few contemporary exponents of philosophical idealism, Mr. Rescher has been active in the rehabilitation on the coherence theory of truth and in the reconstruction of philosophical pragmatism in line with the idealistic tradition. He has pioneered the development of inconsistency-tolerant logics and, in the philosophy of science, the exponential retardation theory of scientific progress based on the epistemological principle that knowledge increases merely with the logarithm of the increase in information. Books about Rescher's work have appeared in English, German, and Italian. His contributions to philosophy have been recognized repeatedly by honorary degrees awarded by universities in the U.S.A. and abroad. In 1977 its fellow elected him an honorary member of Corpus Christi College, Oxford, and in 1983 he received an Alexander von Humboldt Humanities Prize, awarded under the auspices of the Federal Republic of Germany "in recognition of the research accomplishments of humanistic scholars of international distinction." In this autobiographical work, Rescher describes his boyhood in Nazi Germany, his family's struggles to make a new life for themselves in the USA of the 1930's, and the vicissitudes attending his own labors as a professional philosopher. The book provides a vivid and humane portrait of the intellectual and personal formation of America's most productive philosophical author.

This book ties together a number of loose ends brought out by various studies of the modern syndrome of totalitarianism. There have been a number of important, in- depth contributions to the study by such luminaries as Talmon, Brezinski, and Arendt. However, this field still lacks a focus as to the unusual nature of this modern phenomenon. The authors purport to bring various observations of the world of totalitarianism into a pattern which demonstrates a commonality, a development not generally seen. Actually, the study of totalitarianism as such is new to the academic field. Until just recently most writers were content to place totalitarianism in the same category as the studies of authoritarianism and pre-World War I dictatorships. Only slowly was it realized by a very few that what was being dealt with in Nazism and modern Communism was something to a great extent unique and required a different focus of observation and understanding. This book demonstrates that the content of much of what has already been written by the few who have seen the extraordinary in the modern totalitarian sequence points to a common foundation, syndrome, and echology.

Governors, Agenda Setting, and Divided Government

This book examines divided government from a new perspective. By turning to governors and agenda setting, the stage of the policymaking processes where the opportunities for success in terms of legislative output are defined, perhaps the real impact of divided government may be observed. This book compares the agenda setting strategies of four governors, two in states with divided government and two in states with unified government. The analysis is based on legislative records, the governors' state of the state addresses, and in-depth interviews conducted with the governors, their staff members, state legislators, and journalists. Although divided government does not produce gridlock or stalemate at the state level, it is not without impact on governing. Divided government helps to explain a governor's choice of strategy in agenda setting, influencing whether he will work primarily within the system or go public. However, a combination of other factors also affect the agenda setting process. The four case studies provide examples of how agenda setting strategies are explained best by the interplay between personal characteristics of a governor, including his experience and personality, and political factors, including electoral outcomes, the governor's popular support, and his relationship with the legislature, in addition to divided or unified party control.
