McKinney’s very first settlers began arriving from Kentucky, Arkansas, and Tennessee in the early 1840s. Collin County was created by the Texas legislature on April 3, 1846, and due to a provision violation requiring the county seat to be within 3 miles of the center of the county, McKinney replaced Buckner as the seat in 1848. The vote deciding the new seat, however, went in McKinney’s favor primarily because flooding kept many citizens from casting ballots. On March 16, 1848, the state legislature passed an act to name the new town in honor of Collin McKinney, one of five original draftees of the Texas Declaration of Independence. Today McKinney is one of America’s fastest growing cities and has seen a population boom from approximately 16,000 residents in 1985 to more than 120,000 in 2010.

Much has been written about the 'Taiwan miracle'―referring to the extremely successful, widely praised and often emulated economic development of the Republic of China. Less has been written about Taiwan's political development, which in the past dozen or so years has been even more dramatic in many ways. In just three to four decades, the Republic of China's polity has been transformed from an authoritarian, closed system to a democracy. It did this without a contributing colonial experience and while living under the threat of invasion. This book assesses Taiwan's political modernization during a period when political change in Taiwan was remarkable both for its pace and for its impact on Taiwan's polity. During this time Taiwan became a paradigm for success in political modernization. Internal political reform was the most salient part of the modernization process. Elections likewise played an essential role. Finally, an effective foreign policy facilitated the process and vice versa. Students of the process of political development can and should learn much from Taiwan's experiences.

Networking High Performance in New York's Secondary Education: The Regents Curriculum Story

In the United States many efforts have been made to improve our public educational system, yet, as a nation, we are still skeptical about its future. Attempts at reform have created debates, leaving Americans pessimistic, or at best, uncertain. David Wiles' book provides a positive look at public education reform by investigating the improvement of secondary programs in New York State. His study supports the value of the Regents program. He argues that Regents stabilizes the quality of the secondary education curriculum. He also reasons that the best Regents programs will spread from a few school districts to help create a systematic reform agenda. The study identifies the best performing public school districts in the state of New York by using standards of mastery in nine Regents subjects and graduation rates. The author discusses sixty-six K-12 districts which have the most exemplary Regents programs, and he shows how these districts will continue to lead New York State reform through the end of the century. He also suggests that the device for reform initiatives is found in the Japanese idea of kieretsu or networking through horizontal associations of the best districts. Wiles' book will provide excellent reading for persons in state and district education departments who are leading reform efforts to improve education. It is also a useful text for graduate courses needing details of education reform cases. Its methodological arguments and its conceptual discussions will appeal to students and scholars anywhere who are interested in the future of the United States public educational system.

Chronic Vigour: Darwin, Anglicans, Catholics, and the Development of a Doctrine of Providential Evolution

Chronic Vigour is a study of the development of Christian thought and the doctrine of Providential Evolution. The author argues that the renovation of Anglican theology, as a response to Darwin's evolutionary theory, actually began at the moment of Darwin's first publication of The Origin of Species. Chronic Vigour is unique because it examines a school of clergymen who knew Darwin and corresponded with him. The book demonstrates how these clergymen came to endorse Darwinian biology as early as 1884 in Britain. It places the history of the principle of "providential evolution" squarely in its English context. The book consists of five chapters. The first chapter is devoted to Edward Bouverie Pusey (1800-1882), the Professor of Hebrew at Oxford and the leader of the Tractarian movement. The second chapter evaluates the religious proposals which were offered within the Church itself as a direct reaction to biological evolution. In the third chapter, the author investigates St. George Jackson Mivart (1827-1900), the key person to generate the doctrine of Providential evolution. The subject of the fourth chapter is the Reverend Charles Kingsley (1819-1875), who was the model of the progressive Victorian parson and the first Anglican priest to be an evolutionist. Finally, chapter five brings together many of the book's themes by examining Bishop Frederick Temple's (1821-1902) contributions to the providential evolution cause.
