Much has been written about the 'Taiwan miracle'―referring to the extremely successful, widely praised and often emulated economic development of the Republic of China. Less has been written about Taiwan's political development, which in the past dozen or so years has been even more dramatic in many ways. In just three to four decades, the Republic of China's polity has been transformed from an authoritarian, closed system to a democracy. It did this without a contributing colonial experience and while living under the threat of invasion. This book assesses Taiwan's political modernization during a period when political change in Taiwan was remarkable both for its pace and for its impact on Taiwan's polity. During this time Taiwan became a paradigm for success in political modernization. Internal political reform was the most salient part of the modernization process. Elections likewise played an essential role. Finally, an effective foreign policy facilitated the process and vice versa. Students of the process of political development can and should learn much from Taiwan's experiences.

During the 1980s, the education policy agenda proceeded from a consensus reached by politicians, the business community and educators to restructure the nation's public schools as a way to improve student achievement. This book begins with a critical examination of the impact of interest groups on American education since the inception of the first school system. Two restructuring proposals became extremely popular in the reform debate but stemmed from different premises about the best way to restructure the schools. The first, Public School Choice, centers on the idea that students should have the right to exit their assigned schools and attend a school of their choice. Schools would then be forced to improve because they would have to compete in the marketplace of students. The second proposal, School-Based Management, looks at the merits of strengthening the mechanism of voice for parents, students and teachers in the management of their neighborhood school. This is a survey of martyrs over the past five hundred years with an emphasis on their 'last words.' Some of the trial statements or gallows speeches are remarkable for their eloquence under the circumstances. The approach of the book is chronological, from the burning at the stake of Joan of Arc in Rouen 1431 to the assassination of Yitzak Rabin in Tel Aviv in 1995. Religion was an important factor at the beginning and at the end. Modern martyrdom was, however, never solely religious. Non-conformity was usually seen in terms of politics rather than religion. Included are some forty individuals, European, American and Asian. The sections are organized thematically―martyrs of the Reformation era, revolutionary, royal and abolitionist martyrs, and finally universal martyrs. The majority of the martyrs died for nationalism and freedom. The book begins and ends with a discussion of the meaning and significance of martyrdom with a distinction made between victim and martyr.
