In the deep disposal of radioactive waste, the presence of several barriers serving complementary safety functions enhances confidence that the waste will be isolated and contained to protect human health and the environment. The barriers include the natural geological barrier and the engineered barrier system (EBS). The EBS itself may comprise a variety of sub-systems or components, such as the waste form, container, buffer, backfill, seals and plugs. These proceedings include the main findings and presented papers from the third NEA-EC workshop on engineered barrier systems, which focused on the role of EBS modelling in the safety case for deep disposal. The workshop examined the modelling tools currently available and identified complex areas of assessment in which further dialogue is needed.

The increased speed and mobility of business activities and cross-border transactions resulting from internet usage has particular implications for applying transfer pricing methods and for taxing business profits.  This book presents a two-part look at existing OECD positions on these issues. Part I of this edition analyses e-commerce transfer pricing in the context of four business models: automated electronic transactions; online auctions for customer-to-customer and business-to-business sales; subsidiary-to-parent web hosting arrangements; and computerised transactions for airline reservations.  The OECD Transfer Pricing Guidelines for Multinational Enterprises and Tax Administrations provide guidance on the application of the arm's length principle to transfer pricing methods.Given the fact patterns of the four business models, Part I assesses how appropriate this guidance is to the issues raised by e-commerce. Part II of this edition examines the current OECD Model Tax Convention treaty rules for taxing business profits.  It studies whether the existing rules are capable of dealing with the new reality of e-commerce in a fair and effective manner and whether it could be possible to find better alternatives.

This study features a collection of eight case studies of exemplary cases from secondary schools as well as international literature reviews and policy analysis related to formative assessment - the frequent assessments of student progress to identify learning needs and shape teaching. It examines such issues as benefits and barriers for using formative assessment, policy frameworks and implications, and formative assessment in practice. Achievement gains attributed to formative assessment are reported as being quite high, but it is not yet practiced systematically. Portugal's tertiary education sector has expanded significantly over the last 20 years, but participation and overall educational attainment levels remain below European standards and enrolment rates have begun to decline. The OECD review recommends that Portugal's national government should focus on strategic direction and leave higher education institutions wider latitude for accomplishing public priorities consistent with their mission. Among its proposals for reform, the review calls for the creation of a National Council on Higher Education to oversee Portugal's higher education strategy. The review also calls for major changes in the governance and management of higher education institutions to bring them into line with national goals, encourage their responsiveness and efficiency, and improve their quality.  Improving research and innovation is a key strategic objective of the Portuguese government, and the OECD review suggests a number of qualitative changes in Portugal's tertiary education system to enhance performance in this area.
