Chapter one is a transcript of the comments made by opening keynote speaker David Walker.&nbsp; He contends that if the economic element of national power is neglected and misunderstood, nothing will be more dangerous to the Nation than the national debt and its unintended consequences for generations to come. &nbsp;His arguments are alarming and are critical for policymakers and every citizen to understand. &nbsp;He provides common-sense approach to getting the Nation's financial house in order. In chapter two, John Morton traces the historical roots of the economy and its role in enabling the superpower status of the Nation. &nbsp;He also proposes that the United States needs an economic grand strategy and describes the road ahead. In chapter three, Keith Cooley explains his approach to an energy plan, which includes a grand strategy that if enacted, will support the Nation's future. In chapter four, Louis Infante offers his approach to energy security.&nbsp; His National Energy Security Initiative describes a specific model that the National could use to manage the complexities of its entire energy system. In chapter five, Myra Shiplett and her team eloquently address the complex set of issues and how the United States will be well served only if its schools can produce individuals who can compete in a sophisticated and globally competitive 21st century world. Lastly, in chapter six, Carmen Medina explores the many issues that surround what it means to have innovation as a major element of a nation's economy. Dr. Mark “Clod” Clodfelter is an internationally recognized scholar and valued faculty member at the National Defense University. His case study analysis of how B-52 crewmembers in Vietnam dealt with friction—uncertainty, chance, danger, and stress—relies in large measure on responses received from those members via a survey that he created, and thus his account makes a substantial contribution to the historical record of the air wars over Vietnam. Equally significant, his work reveals that political and military leaders alike directly affect the amount of friction faced by those on “the pointy tip of the spear,” and thus those leaders must tailor their decision-making accordingly. This resource could be invaluable to future air operations and with service education or military science coursework to address elements of friction that may enable surprise conditions during future wartime efforts. The new administration takes office in a time of great complexity. Our new President faces a national security environment shaped by strong currents: globalization; the proliferation of new, poor, and weak states, as well as nonstate actors; an enduring landscape of violent extremist organizations; slow economic growth; the rise of China and a revanchist Russia; a collapsing Middle East; and a domestic politics wracked by division and mistrust. While in absolute terms the Nation and the world are safer than in the last century, today the United States finds itself almost on a permanent war footing, engaged in military operations around the world. […]
No formal document describes a grand strategy for the United States, and indeed, many academics deny that one exists. Yet a close look at our history as a world power suggests that core interests and how we secure them have remained generally consistent over time. If grand strategy “rises above particular strategies intended to secure particular objectives,” many decades of focusing on nuclear deterrence, power projection, alliances and partnerships, and military and economic strength probably constitute the underpinnings of a coherent grand strategy. How we employ and leverage these instruments of national power to protect, defend, and advance the national interest is, after all, the essence of grand strategy. In a dangerous world, these pillars have provided a strong foundation for national security. If our domestic politics can achieve consensus on future threats and solutions, America is well positioned to lead and prosper in a world that will remain both dangerous and uncertain.
