This edition of the Inter-American Yearbook on Human Rights , like the volumes that precede it, includes information concerning the activities of the Organization of American States in the promotion & protection of human rights. It begins with the composition of the Commission & Court, including the biographies of the members, 1988 activities of each body, reproductions of resolutions & reports by the Commission & historic correspondences & decisions by the Court. Also included is an update on the status of the American Convention on Human Rights, which reports the relation of each country to that instrument, followed by resolutions adopted in 1988 by the OAS General Assembly. The year 1988 distinguished itself particularly because the Inter-American Court of Human Rights made its first decision on a contentious case, the Velásquez Rodríguez case (Honduras). This historic decision is reproduced in Part Three of this volume. Another important 1988 development in the Inter-American system was the Protocol of San Salvador, or Additional Protocol to the American Convention on Human Rights for Economic, Social & Cultural Rights, reproduced in Part Four. Also included, in its entirety, is a report on the human rights situation in Haiti, a report requested by the Organization of American States Permanent Council in Resolution 502. The Inter-American Yearbook on Human Rights is completely bilingual (English & Spanish).

This volume of the Yearbook of the European Convention on Human Rights, prepared by the Directorate of Human Rights of the Council of Europe, relates to 1986. Its presentation follows that of the previous volume. Part one contains basic texts and information of a general nature; part two deals with the European Commission of Human Rights; part three with the European Court of Human Rights; part four with the Resolutions of the Committee of Ministers; and parts five and six with the other work of the Council of Europe in the field of human rights, the situation in the Member States and developments within the European Communities. A Bibliography and Index are included. Residential segregation limits the possibilities for contaets between whites and blaeks, and as a result, deereases the potential for social unity. Resi dential segregation has been seen to lead to a sense of eonfinement among ghetto residents which exaeerbates alI the other problems that affeet these neighborhoods. As a result, the spatial separation of the raees has been viewed as a serious threat to the stability of the society (U. S. National Advisory Commission on Civil Disorders, 1968: vii). Spatial separation also leads to other specific problems sueh as de laclo sehool segregation, while segregated sehools have been declared inherently unequal. Furthermore, the movement of blaeks to the suburbs that has oecurred in 2 recent years has not led to decreased patterns of isolation. Instead, this shift has refleeted an expansion of existing ghetto areas aeross city bounda ries. For example, Cleveland's black ghetto has expanded into and through East Cleveland which is a distinct municipality; (see Arthur D. Little, 1969) and Washington, D. C. 's ghetto has expanded northeast into suburban Prinee Georges County (Zehner and Chapin, 1974). 3 Glantz and Delaney (1973) in a study of 14 ofthe 18largest metropolitan are as, found that the degree of segregation of blacks within particular suburban municipalities had not changed much between 1969 and 1970. Blacks were coneentrated in the same suburban eommunities in 1970 as in 1960.

In recent years considerable progress and new developments in diagnostic and interventional cardiology have been observed, such as balloon angioplasty of coronary artery stenoses, reperfusion techniques in acute myocardial infarction, new pacing, and cardioversion-defibrillation techniques in ventricular tachyar rhythmias. On 5-8 May, 1985, an international symposium on 'Invasive Cardio vascular Therapy' was held in Cologne, which provided a survey on the experi ment~l and routine therapeutic measures presently available and practiced in cardiovascular medicine. This volume is based on the oral presentations given during the symposium. In five chapters the most important traditional and new interventional techniques are discussed by experts in the field. Chapter I contains a description of results from catheter palliation of congeni tal shunt disorders or relief of congenital pulmonary or aortic valve stenoses as well as the recent experience with surgical repair of single ventricle, Fallot's tetralogy and tricuspid atresia. Chapter II presents the surgical results of valve replacement with different valve prostheses in acquired valvular disease, the surgical management of bacte rial endocarditis, as well as the various techniques of partial transient left heart support devices and of cardiac transplantation. In chapter III, the invasive management of chronic coronary heart disease, peripheral vascular disease by balloon catheter or laser techniques, and the surgical approach to coronary heart disease are discussed.
