The goal of this book is to create a basis for initial concrete evaluations of the question of establishing a joint political body for the Saami Parliaments elected by the Saami people in the three Nordic countries. The first part of the report consists of general background material. These chapters contain a large part of the content of the total report, since knowledge about the past is necessary to be able to understand possible future solutions. The Saami Parliaments' political leaders: Pekka Aikio, Ole Henrik magga and Ingwar Åhren have been a reference group for this work.

Robert K. Hitchcock is professor of anthropology and geography at the University of Nebraska-Lincoln, USA. He has done extensive research and development work in southern Africa in general and among San peoples in particular. Diana Vinding is an anthropologist working with the International Work Group for Indigenous Affairs (IWGIA) in Copenhagen.

A large part of the work of titling the South American indigenous territories may now be completed but this book aims to demonstrate that, in addition to management, these territories involve many other complex aspects that must not be overlooked if the risk of losing these areas to settlers or extraction companies is to be avoided. Alexandre Surralls holds a doctorate in anthropology from the School for Higher Studies in Social Sciences and is a researcher on the staff of the National Centre for Scientific Research. Pedro Garca Hierro is a lawyer from Madrid Complutense University and the Pontifical Catholic University of Peru. He has worked with various indigenous organizations, on issues related to the identification and development of collective rights and the promotion of intercultural democratic reforms.
