The present title is the second in a three-volume set addressed to the general theme of `The Soviet Union and International Cooperation in Legal Matters.' This project will concentrate essentially on the post-World War II repertory, with some reference to pre-1945 antecedents in order to put the picture in a clearer perspective. The preceding volume, published in 1988, treated the Soviet Union's record in the field of commercial arbitration and the last one in this three-volume set is scheduled to consider its related practices in the domain of criminal law. In Part II the author analyzes the ensemble of rules observed between states whereby the legal organs of one will procure for the legal organs of the other procedural services designed to facilitate performance by the recipient party of its mission to `administer justice'.

What rules of international law make the individual, even a Head of State, responsible for perpetrating serious human rights violations, such as war crimes, torture or genocide? This question is becoming more critical in our increasingly interdependent world, and the recent invasion of Kuwait and the brutalization of its people by Iraqi leader Saddam Hussein has heated up the debate even further. The author argues that a new rule of international law stipulating individual responsibility for all serious human rights violations is currently emerging. To show how this is coming about, he explores relevant norms in classic laws of war, international humanitarian law and modern international human rights law and surveys patterns in their implementation. He then takes account of codification efforts of the International Law Commission, the changing position of the individual in international law, and other important developments in the context of general international law as an evolving system.

The African Yearbook of International Law provides an intellectual forum for the systematic analysis and scientific dissection of issues of international law as they apply to Africa, as well as Africa's contribution to the progressive development of international law. It contributes to the promotion, acceptance of and respect for the principles of international law, as well as to the encouragement of the teaching, study, dissemination and wider appreciations of international law in Africa. A clear articulation of Africa's views on the various aspects of international law based on the present realities of the continent as well as on Africa's civilization, culture, philosophy and history will undoubtedly contribute to a better understanding among nations. The African Yearbook of International Law plays an important role in examining the tensions underlying the State in Africa, and by shedding more light on the causes of the fragility of African State institutions so as to facilitate the identification of appropriate remedies. The tension and interrelationships among issues such as territorial integrity, self determination, ethnic diversity and nation-building are constantly addressed. Development, human rights and democratization in Africa are also the subject of continuous attention and examination. The structure of the first two volumes - consisting of a special theme, individual articles, notes and comments, book reviews and basic documents - will be reflected to the extent possible in future volumes, but will also be constantly improved with the addition of new features and areas of study. The African Yearbook of International Law will attract more contributions in the future from African international lawyers currently teaching or practising in Africa. Most of those who have toiled to make the first volume a reality are now working outside the continent. They are, however, all determined to see to it that this intellectual forum will serve first and foremost the teachers and practitioners of international law in Africa.

On 9 and 10 July 1992, the Heads of State or Government of 51 participating states of the Conference on Security and Co-operation in Europe (CSCE) convened in the Finnish capital, Helsinki. This meeting, which became known as Helsinki-II, marked an important milestone in the history of the CSCE process which was born at the same place about two decades previously. This collection of essays analyzes the results of the Helsinki Summit and the major issues which were debated. Topics range from political and security dimension of the CSCE, economic cooperation and the protection of the environment, to human dimension issues.
