This study was undertaken between 1982 and 1985 in an effort to better understand how to ensure the care of children found outside the protection of their families in emergency situations. In the early 1980s very little information about the care and protection of unaccompanied children was available. The full nature of the problem was not understood. No agreed guidance existed. That challenge was the stimulus for this study and book. The book helped define the structure of the issues and served as a seminal reference on matters related to the care and protection of unaccompanied children for many years.Understanding has improved but challenges remain. Today the numbers of children trying to survive apart from their families is even greater than when the study was carried out. This re-release is a reprint. No attempt has been made to update experience or to present new ideas. It remains a useful reference in the consideration of care and protection of unaccompanied children.
