Billie Bob Harrell, Jr. couldn’t contain his joy when he won the 31-million-dollar Texas lottery in June 1997. All at once, his dream of escaping poverty and living a good life for the rest of his days seemed to have materialized overnight. For many years, Billie had struggled to provide for himself and his family. Being a religious man, he had been prayerful that one day he would experience a turnaround, that his finances would change for the better.
