The ongoing maintenance of Maryland Rules Commentary first published in 1984, requires not only new resources but also a Third Edition. Authors Paul V. Niemeyer and Linda Schuett provide new resources, bringing their procedural expertise to the discussion of the Maryland Rules, and so reinforced, we now present the Third Edition. This Third Edition integrates the pocket supplements that have issued in connection with the Second Edition, updates and revises existing Commentary, and expands the coverage of Maryland Rules Commentary to include Commentary on rules governing the issuance of injunctions and writs of mandamus. Although the rules governing injunctions and writs of mandamus are included in the body of the Maryland Rules under the heading "Other Special Proceedings," they are nonetheless broadly applicable to all types of civil litigation pursued in the circuit courts of Maryland. The inclusion of a new chapter to address injunctions and writs of mandamus remains consistent with our charter of providing Commentary on the rules of civil procedure as routinely applied in Maryland's courts of general jurisdiction. In updating Maryland Rules Commentary, rules changes effective January 1, 2003, and court decisions issued before that date, insofar as we believe they assist in an understanding of the rules, are included in this Third Edition.
