Brazil's minister of federal administration and state reform offers a new look at the economic crisis that seized that country and the rest of Latin America in 1982, the political consequences, and the economic reforms that were instituted in the mid 1980s but remain incomplete. He describes the crisis as one of the state and proposes a strategy by which a coalition of classes would work to improve market orientation and fiscal discipline while also building the capacity and governance of the state to protect the interests of the country and people.
