All we can do, and that human wif dom can do, is to provide that the change (hall pro ceed by infenfible degrees. This has all the benefits which may be 1n change, without any of the 1nconve niencies of mutation. Every thing 1s provided foras1t arrives. This mode will, on the one hand, prevent the unfixzngrold znterc/ls at once; a thing which is apt to breed a black and fullen difcontent 1n thofe who are at once difpolfeifed of all their influence and confidera tion. This gradual courfe, on the othcnfide, will pre vent men, long under depreflion, from being intoxicated with a large draught of new power, which they always abufe with a licentiou's infolence.
