This report represents the findings and recommendations of the Presidential Study Group (a bipartisan group of statesmen, diplomats, legislators, scholars, and journalists organized under the auspices of The Washington Institute for Near East Policy), which met in 2000-2001 and traveled to the Middle East to meet with leaders.
