"Studies show that children [of mentally ill parents] are exposed to severe and disruptive often resulting in separation and frequent shifts in substitute care; or if they remain at home . . . they experience a home of turmoil, friction, and inconsistent care and are sometimes physically abused or neglected.
The multiple problems in these families, expecially those related to the children, were infrequently recognized or treated by community health, education, or welfare agencies. Services were fragmented, time-limited, crisis-oriented, and uncoordinated. Suggestions are given regarding methods and organization of services."
