Evaluates the nature of the Communist revolutionary war or insurgency and the policies, actions and programs a government must follow if it is to cope with this threat. The authors refer to examples from the many revolutionary insurgencies in the post-war period. These examples are supplemented by the studies of three countries - Vietnam, Oman and Guatemala, and an assessment of the current situation in the Philippines is included.
