Copied from the Author's Note: This study consists of two chapters which appear in the current volumn of the Africa Comtemporary Record(1974-5). The first is an essay which attempts to reconstruct the history of the secret dipolmacy that produced the historic Lusaka Declaration of December 1974. It is obviously still much too early to provide anything like a definitive account of all that went on in the negotiations between President Kenneth Kaunda(Zambia), President Julios Nyerere(Tanzania), President Seretse Khama(Botswana), President Samora Machel(Mozambique) and the Prime Minister of South Africa, Mr. Vorster; neverless it might be considered useful as an interim exploration of a vitally important chapter in contemporary African history.
The second part consists of an analysis of economic, political, and social developments in the Republic of South Africa during the period covered by the previous essay. It provides a background to the diplomacy in which Mr. Vorster is now engaged. Anybody wishing to expand their knowledge about current developments in southern Africa should consult the chapters on Zambia, Mozambique, Angola, and Tanzania in the 1974 volumn of the Africa Contemporary Record.
