California's Ozone Reduction Strategy for Light-Duty Vehicles: Direct Costs, Direct Emmission Effects, and Market Responses (Volume I)

This study analyzed the cost and effectiveness of California's strategy for reducing emissions from passenger cars and light duty trucks—the vehicles believed to account for almost 40 percent of the gases that are ozone precursors. The study paid particular attention to the zero-emission vehicle mandate, the most controversial element in the strategy.
