The Myth of the Plan: Lessons of Soviet Planning Experience

The author argues that the behaviour of Soviet bureaucrats is intelligible in the same terms as that of Western planning officials. He claims that the Soviet system is unreformable and cannot solve its current difficulties, so the lessons of its failures are mainly useful for the West.
