The Global Information Infrastructure: Agenda for Cooperation

Provides perspective on how to build and maintain the Global Information Infrastructure (GII). Discusses what the critical foundation should be and how to encourage the use of the GII. Identifies the areas in which governments can take independent action or with the cooperation of others, can work constructively to facilitate the development of the GII.
