Actions to Reduce Fatalities, Injuries and Crashes Involving the Hard Core Drinking Driver
Description:
From 1983 through 1998, 140,000 people died and 100,000 people were injured in fatal crashes involving hard core drinking drivers (HCDD) (includes repeat offender drinking drivers as well as offenders with high blood-alcohol concentrations). The safety issue is the roadway risk presented by HCDD. The report discusses research on control measures used in one or more of the States and proposes solutions. Also discusses steps taken by the U.S. Congress to address the HCDD problem by enacting certain provisions in the Transportation Equity Act for the 21st Century, and suggests ways to make this legislation even more effective.
