In September 1939, after twenty years in political exile, Winston Churchill has returned as First Sea Lord. Out of date after years of neglect, the Navy needs a high profile success - and soon. Churchill decides upon the GRAF SPEE and, against the odds, the Navy drives the shattered, battered ship into harbour, to face a dilemma.
