Believing in "testing as a means of instruction," he provides 890 multiple-choice and true/false questions designed to identify minimum and master level competency for novice and experienced handicappers. With each skill area test Quinn lists expected competencies, minimum scores, definitions of terms, explanatory comments, and sources. (Warning: Few libraries will own all 21 sources.) Quinn expects a lot for the minimum competencies. Despite his attempt at broad appeal, this is more for the dedicated handicapper than the casual racegoer.
