Manhattan Conspiracy II: Capital Crimes

Carter David Hughes and Addie Vandeyemer have escaped from the devastation and danger of New York City and have come to Washington DC looking for records hidden by the late Howard Renaldi. Huges believes that these records will give them a clue to the identity of the people who have taken his life. Addie, in spite of her growing affection for Hughes, actually sticks close to him for the major story she sees in the finding the mysterious controllers who have embarked on their most ambitious project to date, the overthrow of the Government of the United States. They have planned for every possible scenario, except one, a programmed assassin who no longer wants to be a puppet. Carter Hughes is out for blood and he doesn't care whose blood it is.
