A study of the official policy toward cultural activities, emphasizing the pattern and degree of de-Stalinization, as an indication of changes in the overall society of the three countries. Finds that central control has eroded as people become more educated and economically comfortable, and choose to spend their leisure time elsewhere than in the collective centers.
