Jacob W. Kipp, associate professor of history at Kansas State University, received his Ph.D. from Pennsylvania State University in 1970. Professor Kipp has been a Fulbright-Hays fellow in Poland, an IREX fellow in the USSR, and a Kosciuszko fellow in Poland.
