Russia's Road to the Market: Institutional Constraints on Economic Reform

This book explores the institutional struggles between the semi-reformed executive and legislative branches of the Soviet state, the union centre and the republics which impeded the economic reform process in the late 1980s and early 1990s. It demonstrates how economic policy-making became the forum for institutional conflicts over the future arrangements of the Soviet state and for control over the country's vast economic resources ultimately derailing the adoption of a program of market transition and contributing to the collapse of the USSR itself.
