The Second Edition of Local Government Law, like the first edition, is designed to connect the subject of local government law with current debates about the possibility and wisdom of decentralization of power.
Now, 32 new cases (23 of which were decided in the 1990's) and 21 new excerpts from books to articles (16 of which were written since the publication of the first edition) transform the casebook into a teaching vehicle for the mid-90's. Moreover, the second addition adds significant new materials on issues of contemporary interest, particularly those dealing with city-suburb conflict and privatization.
Despite the addition of these extensive new materials, the second edition of Frug's Local Government Law will be shorter than the first edition and, therefore, easier to use in a one-semester course. This condensation of the casebook was made possible by a careful re-editing of every case and article retained from the first edition, together with a policy of ensuring that newly added materials substitute for, and not simply enlarge, the preexisting cases and commentary.
Those who have used Frug's first edition will find the organization of the book familiar and the scope of the issues enhanced by the addition of the new materials.
