Providing a background to current events affecting NATO, this book lists considerations on which today's and tomorrow's decisions have to be based. Its conclusion is that the unfreezing of the cold war challenges those involved to be actors, rather than remaining reluctant spectators, in the shaping of a common future; that West Europeans in particular have the responsibility to develop economic, political and security structures which will be a beacon for the East, whilst encouraging the Unites States to remain committed to their continent.
