I have had these periods of hating my job and of despising teachers and all that--but it was long ago, before I worked for a railroad, or a newspaper, or a book-house or a realestate firm, and before I knew by experience how much more interesting and honest and decent teaching really is. Whenever I have these relapses, now, it is only the reflection transmitted by some one who is belittling my occupation because it has not paid some sort of dividends that were never specified in the bond. Each one must tend his own fire. If the public does not furnish a good draught, that is a pity; if a superintendent feeds many clinkers in, that is a misfortune; but while there is still so much good fuel lying ready to my hand I am a simpleton to cry that I am cold. THE TEACHER IS NOT A HIRED GIRL "It is not teaching that is hateful," says your writer of that pathetic November article, "it is the conditions." "It isn't the children," writes the woman in The Atlantic, "it is the system and its heads." "In a rut," is the phrase used more frequently of a teacher than of any other person. An eminent editor, a graduate from the class-room platform, declares that to teach long in the public schools is to commit intellectual suicide. Somehow, we must get systems that will prevent waste of energy and secure concentration of effort without reducing teachers to factory machines. Somehow, we must get intellectual exercise and enjoyment to teachers themselves. The recipe for it seems to consist in greater freedom. Jusserand, with a smile. These facts were at once cabled to Page, who took the matter up with Sir Edward Grey. The tax being at a fair rate makes it commercially possib for investors to be honest in their tax schedules, and it is confidently anticipated that the net result will be an actual collection of tax moneys greatly in excess of the amount received under the old impossible system." Massachusetts is the second commonwealth to adopt this form of state taxation, Wisconsin having adopted such a tax in 1912. The newest law, however, as the Investment Bankers' bulletin points out, "is notable for a number of variations from both the Wisconsin and the Federal income tax plans. One of the most striking of these changes is the elimination of the graduated rate of taxation. In both the Wisconsin and Federal acts the rate rises as the income rises. The effect of this is to make the burden of taxation increase doubly as income increases, and the purpose was frankly to shift a doubly large proportion of the taxes upon the well-to-do. It had been argued that a graduated rate was necessary for the political success of income tax legislation, but the experience of Massachusetts to have disproved that claim." How the Massachusetts investor will benefit from the operation of the new plan is obvious from the comparison of rates of taxation under the new law and the old. There is no doubt that this state will be a much better market for high grade bonds than it has ever been before. Not illustrated. 1922 Excerpt: ...decline in prices of manufactured foods has not been as great as the shrinkage in value of raw materials and the retail price index does not show a drop corresponding to that of the wholesale price index. This indicates that manufacturing costs have not declined in proportion to primary production costs, and that the costs of distribution and of doing business are disproportionately high." Many manufacturers find it hard to cut their costs because of increased production capacity added during the War which now calls for interest and other overhead charges but brings in no return. A merger of steel companies is planned for the purpose of reducing this item of overhead and making it possible for these companies to compete with the United States Steel Corporation, which, with an eye to the future, refrained from adding to its plant capacity during the boom. On the railroads it is largely the item of wages, over which the roads have little control, and which were doubled under government management during the War. Before the readjustment is completed wages must come down all around, and before there is a return of prosperity, demand for manufactured goods must grow up to our increased plant capacity. A last stand of organized labor against wage reductions will come with the termination of the agreements with the anthracite and bituminous coal miners on April 1st. The economic utilization of increased manufacturing facilities will call for many transfers of ownership, with writing down of values, and in some cases with losses to investors who advanced the money for building.
