With increasing urbanization, ruralurban migration and associated problems have received a lot of attention in the literature and policy making. However, the question that remains unaddressed is whether India is over-urbanized in relation to the level of its development. If so, how can we identify this phenomenon more systematically? This study examines the provision of infrastructure in Indias urban areas by examining the costs of providing these services. The authors estimate marginal costs of water supply, and compare these marginal costs with the user prices actually charged in various Indian cities. The authors also argue that under-spending in the case of several local urban services might explain poor service delivery in Indias cities. They analyse the challenges in reform of service delivery in the context of developing countries, using case studies of Ludhiana (Punjab) and Rajkot (Gujarat). The effort is to study the challenges to service delivery, identify the bottlenecks in reform, and analyse means to improve and reform service delivery in these cities.

With increasing population and expanding demand for urban infrastructure services, the capacities of local governments in many developing and newly industrialized countries are overburdened. Adequate infrastructure is not only necessary for increasing productivity but also raising the general quality of living. Given the primacy of municipal finances and the importance of public service delivery for cities to become engines of economic growth, this book answers two questions: Does finance, or more specifically low expenditure, explain the state of poor service delivery? If the answer to the first question is yes, how can urban local bodies have access to greater resources to enable them to improve their public delivery? Using case studies of four cities-Ahmedabad, Kolkata, Jaipur, and Bangalore-that are representative of various regions in the country, this book examines the relationship between spending and services. More specifically, it examines the role of land as a revenue-generating source in India's cities.

This book addresses such issues and examines how divergence in governance and political processes has influenced their growth trajectories. This book examines the socio-economic and political scenario of India’s southern states vis-à-vis their northern counterparts. Exploring the paradox behind the underlying North–South divide in India, it reveals that the gap was much smaller at the outset, with the North having had a head start in certain areas. It goes on to establish that although the South was somewhat better placed in terms of initial conditions, it was the post-liberalization era that saw it realizing this potential and surging forward.
