Latin America has seen a great extension of democratic government over the past twenty years. However democratisation has proved problematic in a number of ways: many Latin American countries have seen little per capita growth; poverty has increased; and political crises have often recurred. The idea of the 'Washington consensus' - that democracy, free markets and prosperity would go together in the region - has so far failed.       In the first part of the book, George Philip identifies the reasons why this should be so. The chapters are organised around relevant historical and institutional factors, such as problems with law enforcement and political tensions inherent in some Latin American variants of presidentialism, authoritarian legacies and patrimonial bureaucracies, civil-military relations, market reform and international intervention. Globalization has exacerbated these difficulties, since it has aggravated the already acute problems of governance facing emerging democracies. The second part of the book explores these issues in relation to a series of case studies involving Peru, Mexico and Venezuela.    This will be an ideal textbook for students taking courses in Latin American politics and Latin American Studies.

The Triumph of Politics offers a comparative and historical interpretation of Venezuela's Chavez, Bolivia's Morales and Ecuador's Correa - South America's most prominent ‘21st century socialists'. It argues that the claims of these 21st century socialists should be taken seriously even though not necessarily at face value. The authors show how the consensual market oriented policymaking that characterized almost all of South America in the 1990s has now given way to something quite different. Polarization and intense political conflict have returned to much of the region. Although the Left has not always been the beneficiary of this changed pattern, the ‘21st century' governments of Chavez, Morales and Correa have been agenda setters. The questions raised by their emergence, style of governance and policy orientations resonate across Latin America and beyond. It is likely that the kind of politics with which they have been associated will be influential in the region for quite some time to come.

First published in 1985, The Military in South American Politics analyses the nature of military involvement in politics in Latin America. The author presents many original arguments in the course of his discussion of the key issues. These include: the civil-military system, whereby the military exert power and influence even when they are not in government; how this system and also military professionalism have developed over time; how the "corporatist" ethic of South America military differs from the "partisan" ethic of the military in Central American and Caribbean countries and the consequences of this; how there are different types of coups; how the military find it difficult to disengage; how the military often intervene to exercise the principle of "guardianship" in order to preserve the fabric of society and economy which, in South America, are remarkably stable despite the many coups. Throughout, the author draws on examples from all Latin American countries from the middle of the nineteenth century onwards and summarises the existing literature to support his rich and convincing arguments. The book concludes with a summary of the arguments and with a discussion of trends and the prospects for "real" democratisation. It is a must read for students and researchers of Latin American politics and military studies.
