The People and the King: The Comunero Revolution in Colombia, 1781

In The People and the King, John Leddy Phelan reexamines a well-known but long misunderstood event in eighteenth-century Colombia. When the Spanish colonial bureaucratic system of conciliation broke down, indigenous groups resorted to armed revolt to achieve their political ends. As Phelan demonstrates in these pages, the crisis of 1781 represented a constitutional clash between imperial centralization and colonial decentralization. Phelan argues that the Comunero revolution was not, as it has often been portrayed, a precursor of political independence, nor was it a frustrated social upheaval. The Comunero leaders and their followers did not advocate any basic reordering of society, Phelan concludes, but rather made an appeal for revolutionary reform within a traditionalist framework.

No colonial empire in modern times was built upon so extensive a philosophical and theological foundation as that which the Spaniards created in the New World. The Dominicans-mainly gifted theologians teaching at the University of Salamanca-urged that the Aztec and Inca Indians should not be coerced in matters of faith nor exploited for their labor. The Franciscans who were active missionaries among the Indians argued that the use of force was justified in conquering the infidels. In this book, Professor Phelan studies the writings of Geronimo de Mendieta (1525-1604), the principal proponent of the Franciscan "hard line." He examines the theological basis for Mendieta's position and the ways in which the events of the Conquest influenced his thinking. Franciscan missionaries in Mexico such as Mendieta fervently believed that the friars and the Indians together could create the most perfect form of Christianity ever known, an event that would foreshadow the approaching end of the world. The vision can be traced to the radical tradition of medieval Catholicism of the thirteenth century.

En el texto del profesor norteamericano, John Leddy Phelan, tienen lugar varias de las discusiones que siguen animando la historiografía contemporánea sobre el periodo: la trama social de la revuelta de los comuneros y su impacto en la sociedad colonial neogranadina; las relaciones y distinciones entre reformas borbónicas, revueltas populares y revolución de independencia; y el marco tradicionalista en el que parecen haberse dado tales protestas. Bajo el lema Viva el rey muera el mal gobierno, la sociedad que describe Phelan es mucho más compleja que aquella que adscribe o niega de forma automática la independencia. Así mismo, el libro de Phelan constituye un modelo de discusión de un problema historiográfico: primero, el referido a la interpretación de la revuelta comunera como antecedente de la independencia política y segundo, como una revolución frustrada desde abajo. A partir de la insistencia en que el movimiento de los comuneros "no fue ninguna de las dos cosas" Phelan permite ver la textura del mundo colonial y del corpus mysticum politicum desde el cual los líderes comuneros dieron sentido a su protesta. Así mismo, su trabajo recuerda un imperativo para quien está interesado en el trabajo desde la historia social: es imprescindible "ceñirse principalmente a la forma como los hombres y mujeres de 1781 percibían la modalidad de su protesta"
