Islamism, Democracy and Liberalism in Turkey (Routledge Studies in Middle Eastern Politics)

The Justice and Development Party (AKP) were elected to power in 2002 and since then Turkish politics has undergone considerable change. This book is a comprehensive analysis of the AKP, in terms not just of its ideological agenda, but also of its social basis and performance in office in the main theatres of public policy – political reform, and cultural, economic and foreign policies. Based on an extensive analysis of official and party documents, interviews, academic sources and media coverage, the book outlines the main features of the current global debate on the relationship between Islam, Islamism and democracy. While most top AKP leaders come from an Islamist background, the party has behaved as a moderate, centre-right, conservative democratic party who are fully committed to democracy, a free market economy and Turkey’s EU membership. The book explores and analyses these changes in Turkish politics, and provides coverage of the workings of the contemporary Turkish political systems, policy and ideological issues that go to the heart of Turkish identity. Filling a gap in the existing Turkish and English literature on the subject, this book will be an important contribution to Political Science, particularly the areas of Turkish politics, Middle Eastern studies, Islamic studies and comparative politics.

Scholars have long argued that political participation tends to increase with economic and social modernization. In this study of Turkey, however, the author shows that rapid socio-economic growth has coincided with a substantial decline in turnout at the polls. His ecological analysis of subnational aggregate voting data for the sixties and the explanation of his startling findings form the core of this up-to-date and comprehensive survey of Turkey's political development. Turkey is one of very few countries to combine rapid socio-economic change with a democratic system. The author demonstrates that in this context modernization tends to increase autonomous, instrumental, and class-based political participation, and to decrease mobilized, deferential, and communal-based political participation. The topics he examines include: social cleavages and the party system; distribution of land and income; geographical and social mobility; access to education; regional variations in voting turnout; urban-rural differences in voting behavior; socio-economic correlates of voting activity and party votes; and patterns of participation among peasants and the urban poor. He points out the challenges of promises to departing military governments, a fragmented party system, the rise of political Islam, and the Kurdish separatist movement, but predicts that democracy will continue in a weak form rather than collapse again.
