This book analyzes the contribution which the possession of resources makes to economic development. It also examines the factors which make for wealth and poverty, and the relationship between the advanced economics of the North and the developing economies of the South. The second part of the book consists of separate analyses of the 144 countries of the Third World. These have been divided into five groups: the three major countries, Brazil, China and India, each considered to have the potential to develop into a major world economy; the 14 "crossover" states - countries which could move from developing to developed states in the near future; the 12 oil states; the 80 low-and middle income countries; and the 35 mini-states.

The end of the Cold War has changed all the parameters of our world and not least of these is the relationship between the rich, developed North and the poor, developing South. Without the compulsions of the Cold War and the need for its two sides to seek allies in the South, the Third World will now find itself increasingly marginalised by a West which only sees it as a series of depressed trading partners to be managed or ignored depending upon circumstances now completely beyond the South's control while the West itself appears to have lost both its purpose and its way as the former communist bloc disintegrates.

The End of the Third World

<p>Mercenaries have been employed as auxiliaries since early times, but in the post-1945 world they have operated, almost exclusively, in weak Third World countries. From Columbia to the Congo, Angola to Papua New Guinea, Cambodia to Nicaragua, they have appeared: training the drug cartel armies, assisting rebellions or civil wars, acting as the agents of the major powers. In the Congo crisis (1960-1965) they earned an especially unsavory reputation for greed, brutality and racism; it is a reputation that has stuck to the mercenary and on the whole justly. During the 1990s a new phenomenon has emerged in the form of the mercenary corporations such as Executive Outcomes or Sandline. These corporations offer a range of military expertise and weaponry, have the covert support of governments in the countries from which they come and are rapidly becoming a power to themselves, ultimately far more dangerous than the individual freebooters of the past.</p>
