Political Censorship of the Arts and the Press in Nineteenth-Century Europe presents a comprehensive account of the attempts by authorities throughout Europe to stifle the growth of political opposition during the nineteenth-century by censoring newspapers, books, caricatures, plays, operas and film. Appeals for democracy and social reform were especially suspect to the authorities, so in Russia cookbooks which refered to 'free air' in ovens were censored as subversive, while in England in 1829 the censor struck from a play the remark that 'honest men at court don't take up much room'. While nineteenth-century European political censorship blocked the open circulation of much opposition writing and art, it never succeeded entirely in its aim since writers, artists and 'consumers' often evaded the censors by clandestine circulation of forbidden material and by the widely practised skill of 'reading between the lines'.

Originally published in 1983. The nineteenth century was a time of great economic, social and political change. As Europe modernized, previously ignorant and apathetic elements in the population began to demand political freedoms. There was pressure also for a freer press, for the rights of assembly and association. The apprehension of the existing elites manifested itself in an intensification of often brutal form of political repression. The first part of this book summarizes on a pan-European basis, the major techniques of repression such as the denial of popular franchise and press censorship. This is followed by a chronological survey of these techniques from 1815 – 1914 in each European country. The book analyzes the long and short-term importance of these events for European historical development in the 19th and 20th centuries.

Flag Burning and Free Speech: The Case of Texas v. Johnson

In a free society where it often seems nothing is sacred, many feel that one thing at least should be: the American flag. For most Americans, no symbol is more charged with emotion, and incidents of its abuse have led many to declare that freedom of expression has its limits. When Gregory Lee Johnson burned a flag as part of a political protest, he was convicted for flag desecration under Texas law, but the Texas Court of Criminal Appeals reversed the conviction on First Amendment grounds and the Supreme Court confirmed that physically damaging the flag constituted symbolic--and protected--speech. Robert Justin Goldstein now examines this landmark case and the attendant controversy over whether protection of the flag conflicts with constitutional guarantees of free speech. He also explores the case's ramifications for future legal battles. Goldstein, who has published widely on the flag desecration debate, offers a concise and updated account of the controversy for students and general readers. He traces the history of the flag protection movement from its nineteenth-century origins through the enactment of early state laws, and he examines modern incidents of flag desecration from the Vietnam era to the present. Resonating with disturbing implications for the present, American Blacklist is the only full-length study of the so-called Attorney General's List of Subversive Organizations (AGLOSO) and its critical role in the post-World War II Red Scare. Although earlier versions of AGLOSO date back as far as 1903 and were wielded by the federal government during both the post-World War I Red Scare and World War II, they were not widely publicized. But beginning in December 1947, as part of the Truman administration's loyalty program, the federal government engaged in a massive effort to publicize the AGLOSO lists. In the process, it threatened, damaged, or destroyed nearly 300 organizations, all of which were listed without any notice, evidence, or hearings. Drawing heavily on previously classified FBI, Justice Department, and other documents, Robert Goldstein demonstrates how the listed organizations and their members (including a large number of federal employees) came under suspicion, were investigated, and suffered numerous public and private penalties. These included the loss of federal tax-exempt status, the denial of passports, deportations and immigration exclusions, ejection from federally subsidized housing, and private employment bans. AGLOSO, which was dominated by J. Edgar Hoover's FBI, also placed a huge damper on political dissent throughout the nation. After 1954, AGLOSO and the Red Scare both came under increasing attack as serious violations of American civil liberties. Indeed, AGLOSO's declining significance after 1954 reflected a more general decline in the postwar Red Scare campaign itself. Both gradually diminished in impact and importance, but they left a long-lasting legacy. As Goldstein reveals, AGLOSO's final demise in 1974 resulted from congressional opposition to President Richard Nixon's attempt to revive it via a 1971 executive order, which was severely attacked as an abuse of executive authority and an attack on civil liberties. The subsequent controversy preceded by only three months the Watergate investigation and the collapse of the Nixon presidency, events that continue to leave their unsettling mark on an equally troubled present.
