The situation of the country affected them. It became necessary to increase the surveillance, that grain should circulate freely and the market he kept open. It was necessary to remove from the dangers of discouragement and the tempts tions of misery the oorer aid it cuts entrusted with watching over the public security and t e receipt of uties. The high price of provisions and provender more than doubled the most important expenses of the army and navy. All these efi'orts which must be made, all these sacrifices which must be encountered, of necessity left profound traces upon the accounts of the minister, on whom the principal weight of these burdens fell.
