As part of an evaluation of the Marine Corps Operational Stress Control and Readiness (OSCAR) program, this report describes the methods and findings of a large survey of marines who were preparing for a deployment to Iraq or Afghanistan in 2010 or 2011. The results are among the first to shed light on the pre-deployment mental health status of marines, as well as the social resources they draw on when coping with stress and their attitudes about seeking help for stress-related problems.

Researchers conducted an outcome evaluation of the Marine Corps Operational Stress Control and Readiness (OSCAR) program, which trains officers and noncommissioned officers to recognize signs of stress and intervene early. Although Marines in OSCAR-trained battalions were more likely than those in non–OSCAR-trained battalions to report having sought help for stress, the researchers found no evidence that OSCAR affected key mental health outcomes.

U.S. Department of Defense (DoD) policies for medically evaluating service members have changed considerably since 2001, with major changes to the disability evaluation system beginning in 2007. Simultaneously, DoD also implemented new policies in response to the ?signature injuries? of the wars in Iraq and Afghanistan: posttraumatic stress disorder and traumatic brain injury. The authors review these concurrent developments.

Posttraumatic stress disorder and traumatic brain injury can have significant negative effects on veterans' mental and physical health, yet many veterans have difficulty accessing high-quality care. A rigorously developed, shared definition of high-quality care will help clinical providers and veteran-serving organizations better meet the needs of veterans with these conditions.
