Why have labor movements, from Europe to Latin America, successfully outlasted authoritarian regimes? How did they survive often brutal repression, and how did they change as a result of the experience? In Labor Movements and Dictatorships, Paul Drake provides a comprehensive comparative study of the experience of working-class movements under capitalist authoritarian regimes from the 1920s to the 1990s. 
Drake offers a series of extended country studies―on Uruguay, Chile, and Argentina―set against a larger comparative context that includes Portugal, Spain, Greece, and Brazil, all of which experienced similar transitions into and out of authoritarianism. In all of these countries, Drake explains, labor movements advocating far-reaching political, economic, and social reforms were met by authoritarian governments determined to preserve capitalism and erase any hope of socialism. The autocrats imposed antiworker economic structures, institutional rules, and political prohibitions. They succeeded in breaking labor in the short run, Drake concludes, but their efforts ultimately failed. A valuable work of historical perspective and synthesis, Labor Movements and Dictatorships tells the compelling story of how workers' organizations around the world suffered, subverted, and survived the tyrants.

The Struggle for Democracy in Chile, 1982-1990 (Latin American Studies Series)

After a decade of dictatorship, the resurrection of democratic forces in Chile began with the debt crisis and recession of the early 1980s. Mass demonstrations erupted and political parties revived with unexpected vigor despite the repression of General Augusto Pinochet's regime. The United States pressed for democratization. Between Tyranny and Anarchy: A History of Democracy in Latin America, 1800-2006 (Social Science History)

Between Tyranny and Anarchy provides a unique comprehensive history and interpretation of efforts to establish democracies over two centuries in the major Latin American countries. Drake takes an unusual interdisciplinary approach, combining history and political science with an emphasis on political institutions. He argues that, without a thorough examination of the historical roots and causes of Latin American democracy, most general theories can not adequately explain its failures, successes, and forms. Latin America offers an extraordinary laboratory for the study of democratic experiments. Alongside a well-deserved reputation for authoritarianism, it boasts one of the world's deepest, richest histories of democratic movements, ideas, and institutions. Contrary to conventional wisdom, the region's leading democracies did not lag very far behind the United States and Western Europe in making numerous advances. In comparison with those countries, though, Latin America's democratic history has been distinctive because of its fundamental dilemma: how to reconcile political systems theoretically committed to legal equality with societies divided by extreme socio-economic inequalities.

The Money Doctor in the Andes is an account of the technical assistance missions to five Andean republics—Colombia, Ecuador, Chile, Bolivia, and Peru—undertaken by Princeton University economist Edwin Walter Kemmerer during the 1920s. Drake demonstrates that in each case the Kemmerer mission recommended an identical series of monetary, fiscal, and banking reforms, adding occasional recommendations on everything from administrative reorganization to penal code reform as local circumstances seemed to warrant. In each case, too, local legislatures adopted all the main Kemmerer proposals virtually without debate or modifications.Drake links the Kemmerer missions to vital developments in the political economic history of the Andean republics in the interwar period. He analyzes the domestic interest groups and political forces whose convergent strategies gave the Kemmerer missions their remarkable record in achieving local success for the reforms proposed. Second, Drake situates the Kemmerer missions at the center of a process of political modernization that created new institutions and policy agencies in each of the five countries; the missions thereby contributed to the expansion of the central government as an agent of development in ways that later differed sharply from Kemmerer's orthodox policies. Finally, The Money Doctor in the Andes regards developments in the Andean countries in the context of the region's developing economic ties to the United States. Expectations that Kemmerer's plans would simultaneously attract foreign capital and control inflation drew support from sectors as diverse as trade unions and landowners. When the Depression deepened, Kemmerer's policies proved counterproductive and the fragile consensus that had installed them fell apart, but the political and administrative reforms endured—with far-reaching consequences.
