Presents the results of a survey of Qatari students enrolled in their final year of secondary school concerning their attitudes about further education and future work plans. Although males and females agreed on the importance of post-secondary education, they differed on their intention to pursue it. Qatar should try to attract more males into post-secondary education and training and to remove constraints on female labor force participation.

The National Guard Youth ChalleNGe program is a residential program coupled with post-residential mentoring that seeks to alter the life course of high school dropouts ages 16-18. A cost-benefit analysis employing estimates of the program's effectiveness from a random assignment program evaluation indicates that every dollar invested in the ChalleNGe program yields $2.66 in social benefits, an estimated return on investment of 166 percent.

Over 5 million Syrian refugees entered Turkey, Jordan, and Lebanon due to the civil war. This report examines the labor market for refugees in these countries. In Turkey, a barrier was speaking Turkish; in Jordan and Lebanon, the refugees' arrival exacerbated existing economic slowdowns. Working legally was a challenge for all. Recommendations are tailored to each country in order to improve the socioeconomic environment for all.

The U.S. Army invests significant resources in recruiting, training, and preparing new soldiers. When a soldier does not complete a full contract term, the Army views this as a net loss. The goal of the research summarized in this report is to determine whether organizational factors matter for producing attrition and to generate hypotheses regarding the mechanisms by which organizational factors generate attrition. The authors made use of the random assignment of soldiers to their first battalion to determine whether the "luck of the draw"-the battalion to which the soldier is assigned and the senior noncommissioned officer (NCO) at that battalion-is directly linked to the observed variation across assignments in eventual first-term outcomes. The authors complemented that analysis with interviews exploring the factors that could be driving differences across units, such as leadership and command culture, availability of soldier supports, management of deployment and training cycles, and installation amenities. The quantitative part of the report shows that organizational factors affect attrition above and beyond the effects of soldier characteristics. The qualitative part highlights potential pathways through which battalion-level characteristics might manifest in differential attrition outcomes. Rather than conceptualizing attrition as a soldier being "fired" for poor performance, this report describes attrition as a process in which leadership may fail to provide needed interventions or to perpetuate a culture in which soldiers want to and are able to remain in service. The authors identify opportunities to address the factors under the Army's control that are associated with attrition. Book jacket.

The world?s 30 million refugees live in limbo waiting for solutions, while their host countries experience ever-greater strains. The authors found that only one-third of refugees return home after ten years. Returns have not kept pace with new displacement, leading to a growing total number of refugees. New solutions for safe refugee return are needed. The authors examine barriers to, and facilitators of, the safe and sustained return of refugees.
