Through close readings of both familiar and obscure medieval texts, the contributors to this volume attempt to read England as a singularly powerful entity within a vast geopolitical network. This capacious world can be glimpsed in the cultural flows connecting the Normans of Sicily with the rulers of England, or Chaucer with legends arriving from Bohemia. It can also be seen in surprising places in literature, as when green children are discovered in twelfth-century Yorkshire or when Welsh animals begin to speak of the long history of their land s colonization. After decades of hand-wringing and well-intentioned efforts to improve inner cities, ghettos remain places of degrading poverty with few jobs, much crime, failing schools, and dilapidated housing. Stepping around fruitless arguments over whether or not ghettos are dysfunctional communities that exacerbate poverty, and beyond modest proposals to ameliorate their problems, one of America's leading experts on civil rights gives us a stunning but commonsensical solution: give residents the means to leave. Inner cities, writes Owen Fiss, are structures of subordination. The only way to end the poverty they transmit across generations is to help people move out of them--and into neighborhoods with higher employment rates and decent schools. Based on programs tried successfully in Chicago and elsewhere, Fiss's proposal is for a provocative national policy initiative that would give inner-city residents rent vouchers so they can move to better neighborhoods. This would end at last the informal segregation, by race and income, of our metropolitan regions. Given the government's role in creating and maintaining segregation, Fiss argues, justice demands no less than such sweeping federal action. To sample the heated controversy that Fiss's ideas will ignite, the book includes ten responses from scholars, journalists, and practicing lawyers. Some endorse Fiss's proposal in general terms but take issue with particulars. Others concur with his diagnosis of the problem but argue that his policy response is wrongheaded. Still others accuse Fiss of underestimating the internal strength of inner-city communities as well as the hostility of white suburbs. Fiss's bold views should set off a debate that will help shape urban social policy into the foreseeable future. It is indispensable reading for anyone interested in social justice, domestic policy, or the fate of our cities.

The central emphasis in the book is on the transaction and the constraints that its architecture imposes on a discussion of monetary theory and policy. Because of their comprehensiveness and discipline the flow-of-funds accounts are the ideal vehicle for theorizing about real and financial interaction. Such int- action can best be understood when real and financial transac tions are expressed in a common flow dimension. Each decision by economic agents is seen as two-ended in terms of markets: one market supplies the source of funds and the second market absorbs these funds. A matrix of interdependent markets is featured throughout the theoretical discussion. Credit markets, and the bank credit market in particular, become the source of disturbance in the theoretical model, but the necessary involve ment of the money market is also stressed. Theories of finan cial instability and crisis now receiving considerable attention are part of the more general theory of the flow of funds. The rationale for the monetary authority to target credit rather than the monetary aggregates emerges from the analytical discus sion. A flow-constrained analysis clarifies interest-rate deter mination, provides a helpful format for discussing equilibrium and disequilibrium, integrates credit markets with the familiar IS-LM framework, and identifies a class of missing equations in macro-monetary theory. The prototype of the missing equations is an equation explaining monetary dissaving in terms of a series of arguments only one of which will be the stock of real balances or real wealth.
