Archaeological Resource Management: An International Perspective

Archaeological resource management (ARM) is the practice of recording, evaluating, preserving for future research and presenting to the public the material remains of the past. Almost all countries uphold a set of principles and laws for the preservation and professional management of archaeological remains. This book offers a critical and comparative perspective on the law and professional practices of managing archaeological remains. Beginning with a global history of ARM, John Carman provides an overview of legal and professional regulations governing ARM today. He then turns to consider the main practices involved in managing archaeological remains, namely, their identification and recording, their evaluation for 'significance,' their preservation and their presentation to the public. As a whole, the book offers an overview of what ARM 'does' in the world, with implications for understanding the role of archaeology as a contemporary set of practices that determine how future generations will access material remains of the past.

This series of short volumes, each devoted to a theme which is the subject of contemporary debate in archaeology, ranges from issues in theory and method to aspects of world archaeology. If 'all property is theft', then cultural property is nothing less than the theft of culture. The term 'cultural property' is widespread in the field of heritage management and is a particularly powerful concept in legal approaches. The term and the concept it represents are never discussed, however. The idea that material that comes to us from the past should be considered 'property' accordingly seems to be taken for granted by those charged with its care. Any debate that does take place is limited to comparing private with state ownership, often under the pretence that the latter represents a form of 'stewardship'. This radical work seeks to challenge the dominance of these limiting ideas by looking for alternatives. Taking as a starting-point the four different types of property relation generally recognised by lawyers and economists, the book explores the implications for cultural objects of different property regimes.In presenting an argument that the concept of 'property' is inappropriate for the heritage, the book challenges much that is taken for granted and undiscussed in the field of heritage management.

This is the first full-scale study to explore the relationship between archaeology and English law. Challenging the common assumption that preservation by law is simply a matter of pragmatics, the author shows that the corpus of 'heritage' laws covering the cultural and natural environments operates as an important vector of moral and cultural change, elevating the object out of the everyday world and into the higher realm of the public domain. By investigating the origins and historical development of English heritage laws during and since the nineteenth century, the book traces the effect of these laws on the development of archaeology. In particular, it studies the operation of contemporary law on archaeological and natural material, providing a firm theoretical basis for studies in the field of archeological heritage management in the future. Battles, as events, are a major focus of military history in all periods, and battlefield sites are increasingly being taken up as part of the nation's cultural heritage. "Bloody Meadows" goes behind the particular discoveries revealed by site excavation and any information that the landscape may reveal about the sequence of events in battle. By investigating the places themselves it shows that we can develop an insight into the minds of those who fought in the past and into some of our own assumptions and expectations about war. The book reveals differences in landscape type between battlefields from the tenth to nineteenth century in Britain, Belgium, France, Spain and Portugal. It shows a clear shift in landscape preference, especially from a medieval preference for high ground near towns to a later one for low ground away from towns; in the nineteenth century this changed to a preference for spaces containing a number of distinct types of features: settlements, high and low ground and watercourses. Ultimately, the authors ask what it means for these sites to have been remembered as significant places for national heritage and what we can learn from them about the nature of war.
