<p>This proceedings includes papers presented at a special session of ASCE's 25th Annual Conference on Water Resources Planning and Management and the 1998 Annual Conference on Environmental Engineering. The papers focus on the need for coordination of water resources development and environmental mandates.<br>This book is a useful source for engineers, legislators and all others involved in environmental resource planning. It confronts economic and environmental issues now at the forefront and encourages new legislation because of changing conditions with which we now live. The book outlines the objectives of Water Resource Planning and offers guidance in considering cost versus benefits. The five objectives considered are: maximizing tangible benefits less costs; saving of lives; environmental effects; liberty to live without disruption; and welfare effects on human life including traditional, historical, religious, and archeological aspects.</p>
