If the warrant is not in the meantime discharged or sus pended by the Cantonment Magistrate, the goods and chattels seized shall be sold under the orders of the Cantonment Magistrate, who shall apply the proceeds, or such part thereof as may be necessary, in discharge of the said arrears and costs, and the surplus, if any, Fee8 shall be returned on demand to the person in possession of the goods and chattels at the time of the seizure.
