Thinking About Public Policy

Grover Starling is Professor of Management and Public Policy and the former director of programs in public affairs at the University of Houston-Clear Lake. Grover has over 25 years of experience teaching public policy to undergraduate and graduate students, NASA managers, and corporate executives. He has considerable experience in national security policy, having been graduated from the US Military Academy and having served as an officer in the Strategic Air Command (now the Strategic Command); in economic policy, having taught international political economy for over 20 years; in healthcare policy, having helped establish the first accredited healthcare management program in one of the world's leading medical centers (Houston); and in energy and environmental issues, having a B.S. in civil engineering and having directed UHCL School of Business' environmental management program. Besides publishing numerous articles and serving on the editorial board of the Policy Studies Journal, Grover Starling has written Politics and Economics of Public Policy, Strategies for Policymakers, Changing Environment Business, and Managing the Public Sector (now entering its 10th edition). He holds a PhD in government from the University of Texas at Austin.
