These bonds, the acts declared, were legal and valid and neither the City Of Dubuque, nor any of the citizens shall ever be allowed to plead that the said bonds are invalid. These acts were duly passed upon by the Supreme Court of Iowa, which, during a period of six years and by seven different decisions, declared the said acts to be legal and binding.Thereafter certain of these bonds came for a valuable con sideration into the hands of the plaintiff.After this transaction the Supreme Court of Iowa declared the acts giving authority for the issuance of the bonds to be unconstitutional?
